Medicaid & COFA
Answers and guidance on Medicaid eligibility for citizens of the COFA states, with state-specific procedures.
Yes. Citizens of the COFA states can access Medicaid in Colorado and may apply by online, mail, phone, or in person. They are considered qualified non-citizens without a five-year waiting period.
Colorado updated eligibility rules to expand Medicaid to all COFA individuals as qualified non-citizens without a five-year waiting period effective December 27, 2020. The benefits system (CBMS) reflects this update.
Colorado's Medicaid application includes reporting of non-citizen status. CBMS connects with SAVE for verification; if electronic verification isn't immediate, applicants receive a 90-day Reasonable Opportunity Period.
The State has issued guidance to eligibility partners and is working with advocacy groups to provide plain-language FAQs. All applicants are entitled to a full eligibility determination and formal notice.
